Contact in the Austin Solid Waste Department

I'm looking for a contact in the Austin Solid Waste Department. Specifically, I need someone who knows all about bulk item collection. I'll need just 30 minutes of their time.

Any suggestions? I've tried contact the public information numbers and some other numbers on the web site. And I've sent emails and called the public information office. Nada.
